COPEC Accreditation Update

October 2009

- Dawn Burnett was appointed Project Manager, Support Personnel Education Accreditation Program, August 1, 2009.
- An extensive review of background materials related to accreditation, support personnel and support personnel education programs was carried out.
- A partnership framework has been defined between ACCPAP and CAOT.
- Standards development is the primary initial focus. A standards development implementation plan with timeframes has been outlined. Terms of Reference have been developed for the Support Personnel Standards Development Working Group and selection of members is underway.
- The first draft of the accreditation standards is presently being developed with projected completion by December 2010. The Standards will undergo review and validation during the winter months of 2010.
- A preliminary accreditation program implementation plan has been outlined.
- Accreditation policies and procedures development will take place once the first draft of the standards is completed.

Health Sciences Association of Alberta (HSAA) Information
The following information applies only to Community Assistants who work for Capital Health, however, you may find it interesting.
In April 2005, Capital Health decided that all community Therapy Assistants were to be in the General Support Services category (this is non-direct patient care, with other employees such as housekeeping and food services). AUPE requested to the Labour Board that Therapy Assistant's be move to ANC (Auxillary Nursing Care) as. In May 2005 hearings were held between AUPE, HSAA, the Labour Board, Capital Health and Witnesses. April 24th, 2006 the Labour Board decided that the best place for PT Assistants and Rehab Assistants (OT and SLP Assistants were not named) is with HSAA under the Medical/Technical category. The Labour Board felt that SLP Assistants were often trained on the job and not required to have formal post secondary training and were therefore not considered "technical".

AUPE has now appealed the Labour Board's decision which will be taken to the Court of Queens Bench in November.
